Id put it to sleep fast ball it or mean look bring HP down Ultra ball it
PS make sure your Pokemon is faster than Raikou

try holding b+a when the pokeball opens, i caught my suicune at full health doing that! but it is extremely difficult to get the timing right, so bring alot of ultra balls, or find someone with duplicate master balls to trade.

Catch a golbat, and make it learn mean look. Mean look prevents the foe from running.
Raise golbat to about Lv 67-75. That will let golbat stay alive for as long as you need

Ultra ball, heavy ball or speed ball should do the trick.

I'd go with Pika and Oni. Get mean look than just keep chucking ultra balls at it...oh yeah get false swipe too it helps a lot.

The best tatic is to keep trying with Ulta Balls and putting him to sleep. If you get really annoyed, then just throw the Master Ball at it. Just the usual stuff.

Yes, get false swipe, mean look and alot of ultra balls, and your guranteed to get it.
