Default Level 5 Monsters and Vitamins

So I gave my level 5 Tyrogue some Irons to raise its defense equal to the attack. however, even tho the monster recieved the vitamins there was no effect. even at level 15ish the vitamins only affected the points by one and only did this about every third vitamin....

whats going on that i dont know about?

EVs are spread out during the process to LV100.

But strangely enough, back in the old games, everytime you used a vitamin, it would actually raise the stat by a point.

But in D/P, vitamins don't seem to do that anymore...
