Uh, basically breed a pokemon from two parents with good IVs. Hope they pass it on. If they don't release the baby and repeat.

That's just how I figure it. I don't know for sure.

Zangoose, your right,
you can have IV Battles, to see the IV's of a new Pokemon, because all IV's aren't right around lvl's 1-15...
Go in a battle with your lvl 1 Pokemon, and it should be Lvl 50 or 100 Single/Double,
check the stats on that Pokemon, and it'll be much different than it was at lvl 1.

IVs and IV breeding are a little too complex to explain here, and considering there's other resources that do it better (Serebii) I'll let you read about that in their article here.
