Default Game Projects- No Programming?

I've noticed a number of threads in Mixed: Game Projects that have good orginization, good maps, sprites, plot, etc... but have no programmer or clue how to program. The sad thing is, the board requires that such projects must be going somewhere, and sometimes such threads have no ability to get the game programmed. And some of these projects are really good! So, what board would be most appropriate for such game projects with no intent/ability to make into an actual game?

Back again for like the fifth sixth seventh time or something. Moving and taking classes at community college and beating all the Zelda games and arrrglblargl.

We can't actually show programming until, well, the programming is done. All we can do is show pictures. Sucks, doesn't it? >_>

The codes in RM2k/3 can't be copy and pasted as text, either. It really bothers me that they decided to finally put it in XP. We're not morons. >:|

Well, anyways, programming isn't the same as sprites, either. It took me two days to get a follow-me system to work, and then it suddenly busted and the guy went walking off instead of following me. -.-;

Yet they have no evidence of a hired programmer, nor any statement of intended programming or really any proof. Which is to say, they don't.

So anyway, where would a programmer-less project go?
