People sat that it is the number of steps that you walk. The more steps that you walk, the closer your egg will be to hatching. You can also ride your bike.

It depends on how many steps you take.
For instance, if you have an Aerodactyl egg, you'll have to walk 10,000+ steps for it to hatch.
If you have a starter egg, it'll take about 5,000+ steps to hatch.
There should be a list somewhere telling how many steps it takes for each Pokemon to hatch, but I can't find a good one so go on Psypokes and search for your Pokemon using the Psydex. Then just go on Breeding Info and it should say how many steps you need to hatch the egg.

While searching Google I found this (almost accurate) list, It doesn't have the third gen pokemon though:

# of Steps - Pokemon in Egg
1300 - Magikarp

2600 - Cleffa, Igglybuff, Pichu, Togepi

3900 - Caterpie, Geodude, Hoothoot, Ledyba, Pidgey, Rattata, Sentret, Spearow,
Spinarak, Weedle, Zubat

5200 - All others

6500 - Elekid, Heracross, Magby, Mantine, Misdreavus, Mr. Mime, Onix, Pinsir,
Scyther, Skarmory, Smoochum, Tyrogue

7700 -Kabuto, Omanyte

9000 -Aerodactyl, Eevee

10300 - Chansey, Dratini, Lapras, Larvitar, Snorlax

egg steps:
go to www.serebii.net/pokedex-dp [or which ever pokedex you need]
click on the different pokemon and scroll down to see how many steps it takes to hatch.
works for me.

the info you want is at the bottom of the page, where it says, "base egg steps"

It really depends on the pokemon egg that you have. If it is a regular pokemon like pidgey it will take a little less time but if it is a harder pokemon to catch it will take longer

A pokemon with the ability Flame Body or Magma Armor will reduce the steps the egg need to hatch if it is in the party.

(Magmar is an example).
