No, not an event. The Radar is more like a side game that interacts with the main title games. Sort of like Pokemon XD, and Coloseum were in Gen. 3. It is a game by itself, you can just use the stuff you get from it in B/W2.
And I got Tornadus on my fourth trip into the Dream Radar. Wasn't too big of a deal. It isn't an event though. You do actually have to play the Dream Radar game.
