I like to believe that if a charmander's tail is wet by a water type attack it doesn't flicker out due to a special chemical in its body which produces the flame, but being under water too long causes the flame to extinguish, giving the charmander only minutes to live. o: If the flame can be relit, then the charmander will barely escape death, but still survive.
That's only my theory, though. c:
