I think it means if a check from the tier is done, none of them below it would be checked. Confusion is higher in the tier, so it would either go:
'Magikarp is confused!
Magikarp flinched!'
or
'Magikarp is confused!
Magikarp hit itself in its confusion!'
as in it checks for confusion first before checking for flinch. If confusion comes into effect, the flinch will not be checked, so the confusion count would increase in either scenario. Think of it as a flow diagram:
FRZ/SLP - Yes -> Has a chance to thaw/Sleep count increases
