Now that they have to send their Pokemon at the same time again, Person B goes first. If for some reason they have to send their Pokemon at the same time again, then Person A would send first. And so on.
It depends on who sent the Pokemon first last time. It has nothing to do with who sent the last move.
Who calls the next move after that would be the trainer who is sending his/her Pokemon second.
